Though I love it, I have to mention that the tables at Chapeau! are very close together. For such restaurants in my environs, I’d add Incanto, Chenery Park, and Blue Plate.

Chenery Park in Glen Park is fairly kid/family friendly and appears to be open on Christmas eve and have reservations available. They’re quite good and fit your parameters (I don’t know about the festive lights).

Best Steak and Frites...More important good Frites!
Piperade has great Steak Frites (or at least they did last year) but it is a new york strip, not a rib eye. Also Chenery Park has excellent steak frites. the frites are very good. the steak is also not ribeye, but new york strip.
